PROJECT IDENTIFICATION, FORMULATION, AND EVALUATION

This intensive training program is designed so that officials, professionals and technical teams involved in project formulation acquire the conceptual and practical tools necessary to design effective and efficient investment projects, maximizing their scope, impact and sustainability over time.

Strengthen the capacities of technical teams involved in the different stages of the project formulation cycle, promoting the understanding of the comprehensive formulation process and the acquisition of conceptual tools that allow designing effective and efficient intervention projects in terms of scope, impact and sustainability.

Provincial officials and technicians who participate in some instance of the project formulation process, preferably in areas linked to infrastructure and productive development, such as Executing Units or similar organizations. It is an exclusive requirement to have previous experience in the formulation of investment projects.

Module 1 – Introduction. Projects as public policy and the SDG framework
Introduction to development debates. Great challenges of federal development. Policies for development. Vectors of productive development. Introduction to the identification of projects according to problems: tree of problems and solutions. Formulation context: SDG, public policy and territory. Cross-cutting incorporation of socio-environmental, gender and diversity perspectives.

Module 2 - Project Cycle and basic elements of results-based management
Identification of projects according to problems: diagnosis and area of influence, definition of recipients and their participation based on the projects selected by the provinces. Management by results: results chain. Work is carried out on the development of technical studies, the theory of change, the logical framework matrix, indicators and social and economic evaluations.

Module 3 – Evaluation and Environmental and Social Aspects
Environmental and social evaluation of projects, identifying key aspects, risks and impacts, regulations and international standards. The gender perspective is integrated into all stages of the cycle through concrete measures and the climate change approach is incorporated, addressing concepts of adaptation, mitigation and specific management tools.

Module 4 - Monitoring and Evaluation
Key concepts of monitoring and evaluation, including types of indicators and characteristics of a good indicator. We work with the Logical Framework Matrix (MML) as a central tool. In addition, the financial planning of the project is addressed through the PEP (multi-year execution) and the POA (annual).

To maintain regularity and pass the program, it is a requirement to meet 75% attendance in classes and activities and pass the four evaluation sessions scheduled at the end of each module. In addition, participants must present an elaborate project profile as a final product.

Two (2) participants will be selected per province. The program will have an estimated enrollment of 46 participants. The selection will be carried out by the CFI together with the provincial representatives, in accordance with criteria that prioritize regional and profile diversity, as well as gender parity.
